Weatherization

The following programs are available (depending upon capacity and funding)

PA Weatherization Assistance Program

Program Description: Assists families with making their homes more energy efficient and reducing their energy consumption. Some measures include insulating, caulking, air sealing, and hole patching.

Program Requirements: Eligibility. Low-income individuals (at or below 200% of the federal poverty level) who have not been weatherized in the past 15 years. Priority is given to higher risk residents such as the elderly, disabled individuals, families with children, and high energy users.

1st Energy (Penelec) WARM

Program Description: Assists families who are 1st Energy (Penelec) customers with making their homes more energy efficient and reducing their energy consumption. Testing of refrigerators/freezers and electric hot water heaters may be eligible for replacement.

Program Requirements:

Average electric usage of at least 6500 kWh per year.

A gross (before tax) household income at or below 200% of 2023 Federal Poverty Guidelines.

Program may be completed on an eligible home once every 5 years.

PCAP clients at or below 150% could be eligible for the program.

WARM Plus Program

Program Description: Assists families with making their homes more energy efficient and reducing their energy consumption. Testing of refrigerators/freezers and hot water heaters may be eligible for replacement.

Program Requirements:

Must be a Penelec customer.

A gross (before tax) household income at or below 150% of 2023 Federal Poverty Guidelines.

Program may be completed on an eligible home once every 5 years.

There are no usage requirements if the program has not been completed in the past 5 years.

LIHEAP Crisis - Heating and Furnace Repair Program

Program Description: Households eligible for the Low-Income Home Energy Assistance Program (LIHEAP) are also eligible for heating repair and should contact their local County Assistance Office.

Program Requirements: A gross (before tax) household income at or below 150% of 2023 Federal Poverty Guidelines.

Columbia Gas CAP

Program Description: The Columbia Gas Customer Assistance Program (CAP) assists income eligible customers by providing a monthly credit to their bill. To apply, please call 1-800-537-7431 to verify eligibility. Once this is completed, contact our office to schedule an appointment.

Program Requirements: A gross (before tax) household income at or below 150% of 2023 Federal Poverty Guidelines.

Dollar Energy Grants

Program Description: A one-time grant for assistance with select utilities (Electric, Gas, Sewage, Water). To see if your utility company is eligible, please contact Dollar Energy at 1-888-282-6816 or visit their website at https://www.dollarenergy.org/. Once this is completed, contact our office to schedule an appointment. We do not complete PCAP applications.

Whole-Home Repairs Program

Program Description: When funding is available, the program helps homeowners to address the habitability, water/electric efficiency, and accessibility of the home. Priority is given to homeowners over the age of 60, those who have a disability, and/or are veterans.

Program Requirements:

Must be a homeowner in Somerset County

Residents must make at or below 80% of the Area Median Income.

Join The Weatherization Program

Tableland Services, Inc. is seeking Sub-Contractors who are interested in performing Weatherization work for state and privately funded energy assistance programs.

Requirements Include

  • Valid PA Contractor License and proof of insurance.
  • Must have experience with electrical and plumbing work, blown insulation process and
    other weatherization tactics.
  • All contractors and their employees must pass mandated background clearances
